ED will meet with OMB by March 2002 to discuss the Department's policies and guidelines on incentives in ED studies. The Department will note that clearance of a per child school honorarium has been granted for this study's 4th/5th grade field test only. Further, the Department should not assume that previous clearance of any aspect of an information collection or study will be approved in future submissions.

Starting in the Fall and spring of the 1998-99 school year with a cohort of kindergartners, this cohort was contacted again in the fall and in the psring of their first grade year. This clearance is to collect data from the full sample, including a pilot test of the third grade direct assessment, conduct interviews with thier parents, their teachers and school administrators during the spring of their third grade school year. This package also requests clearance for field test activities to prepare for the Spring 20004 assessment when the majority of these students will be in fifth grade.
