OMB finds that this submission is wholy inadequate. The supporting statement submitted is a poor copy of the one submitted three years ago and which was superceded by a revised supporting statement submitted during review. This indicates that the agency has not complied with the requirements of the PRA to conduct an independent review of the information collection prior to OMB review and to document that review through the supporting statement. In addition, the responses to many of the questions reflect a fundamental misreading of the supporting statement questions. This collection is approved for only one year. In addition, OMB reminds that agency that it must comply with the requirement of 5 CFR 1320.8(b)(3). This collection must disclose to the respondents the burden and inform them of the public protections provisions of the PRA.

These two forms are critical grant administration tools for USAID/BHR/ASHA. The Narrative/Time-Line and Report on Commodities assist BHR/ASHA in effective management/monitoring to ascertain whether its grant financed programs meet authorized objectives within the terms of agreements between USAID/BHR/ASHA and its grantees.
