Respondents must submit onetime reports at the start of construction, reconstruction, or modification, anticipated or actual startup dates, and physical or operation changes to existing facilities. In addition, cer- tain owners or operators of existing commercial ethylene oxide sterilization and fumigation operations will submit reports of actual annual ethylene oxide use.
