Approved consistent with changes agreed to by Dept. of ED: 1)Conceptually, OMB approves the study as a 1-time pilot study in order to investigate the methodology, survey design, and instruments used in this study. 2)Subsequent to analysis, care will be taken to insure that the interpretation and report do not suggest that results are generalizable to the overall 11th grade population in the US. 3)At least 14 days prior to data collection, ED will submit all final materials for the study to OMB, including but not limited to advance letters, permission notices, informational materials for schools/students, and any changes made to the actual data collection instruments. 4) As agreed to by ED, the incentive plan will be revised to provide incentives to schools instead of students. ED will submit a more detailed plan and justification for payment amounts 5)At the conclusion of the study, ED will provide a detailed summary or briefing on the response rates at each wave of data collection, including the rate of school/parent/student refusals and the overall attrition rate of students at each wave of data collection. In addition, if incentive payments are utilized, ED will provide an analysis of the effectiveness of the incentives on response rates.
