The agency is instructed to make the following modifications to its information collection: The agency must send to all respondents a letter of introduction announcing the survey, giving information about the person who will be collecting the information, and providing descriptions of why the data will be collected and how it will be handled once collected. This letter will likely increase response rate. For cases where 100% response rate is not achieved, the agency may not present the responses of those who respond as the responses of the population unless at least 80% respond. Otherwise, the agency must report responses as of those who responded and report the percentage response out of the census.

NOAA's National Marine Sanctuaries are authorized under the National Marine Sanctuary Act to use zoning to prohibit or restrict uses in certain portions (zones) of sanctuaries. Ecological Reserves, Sanctuary Preservation Areas, or Marine Reserves (no-take zones) are being proposed. There is a need to evaluate the socioeconomic impact that no-take zones might have on different user groups. Those activities that might be displaced from no-take zones include commercial fishing operation recreational fishing operations, and individuals takes of anything in the area.
