This ICR is approved in pursuant to 5 CFR 1320. Before resubmission of this ICR for extension, the Agency should reassess the estimate of the number of sources affected by the provisions of the NSPS for small municipal waste combustors under subpart AAAA, taking into account experience with the paperwork requirements in the rule. Furthermore, the agency should evaluate whether the burden-reducing provisions promulgated in this NSPS have resulted in reduced testing frequency for PM, dioxins/furans, HCl, cadmium, lead, and mercury. If reduced reporting frequency is observed, the agency is encouraged to incorporate these reductions in burden estimates provided in the resubmission as adjustments to estimates contained in this submittal, and the agency is encouraged to demonstrate how those reductions were calculated from reports provided to the agency by respondents.

Respondents are owners or operators of new small municipal waste combustor units that have the capacity to burn between 35 and 250 tons per day of municipal solid waste. All respondents must submit a sitting analysis, materials separation plan, results of initial and annual emission tests, results of initial and annual continuous emission monitoring system evaluations, and keep records of all emission rates and selected operating parameters. The information will be used to ensure that the new source performance standards for small municipal waste combustor units are being achieved on a continuous basis.
