Approved consistent with the following terms: (1) OMB notes that the DOL's component to the WtW participant data has not been approved by OMB. The latest package that has been submitted by DOL has been withdrawn and DOL will resubmit shortly. (2) The approval for this package will be implemented consistent with the final disposition of the DOL component of the data collection. In the event that the changes are made to the current law that affect WtW reporting, HHS will make any appropriate changes to this regulation to make it consistent with the new law. (3) In either event (changes to the current law or no changes to the current law) HHS will work with DOL to implement a coordinated participant data collection for the WtW program. To this end, HHS will not collect the information approved in this package until the appropriate form is developed by DOL, agreed upon by HHS, and approved by OMB.

The Balanced Budget Act of 1997, Public Law 105-33, amended title IV-A of the Social Security Act (the Act) to add the Welfare-to-Work program. Section 411 of the Act specifies the WTW participant data collection and reporting requirements that must be submitted by those States and Indian tribes administering a WTW program. The WTW participant and expenditure data elements that we are proposing to collect are designed to provide critical information for the grantee evaluation and the reports to Congress. This information will be used in the evaluaton and the statute requires us to conduct..
