This information is needed to fulfill the requirement of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) that the Secretary of HHS award "high performance bonuses" to States which achieve greatest success in meeting the stated goals of that Act. The data will be used in the formula to measure State performance and determine bonus amounts. States will not be required to submit this information unless they elect to compete for the bonus grants. Respondents, therefore, may include any of the 50 States, DC, and U.S. Territories of Guam, Puerto Rico, and the Virgin Islands.
