The Bureau of the Census developed the Accuracy and Coverage Evaluation (ACE) approach for measuring coverage of the population in the decennial census. The first phase of the process is to independently list each housing unit in the ACE sample block clusters. During the next phase, the listing will be matched to the census list. An interviewer will visit selected housing units and conduct an interview with the occupant(s) to reconcile the differences.
