Terms of Clearance: Information Collection is cleared per changes in revised "OMB Clearance Package" and "Responses to OMB Questions" documents and per changes to participant agreement forms, per fax of 5/7/99. OMB notes that the sample of unsubsidized families in the in-depth study may be biased as they are selected from a population of families known by the subsidized families sample. The potential bias of the unsubsidized family sample must be noted in any discussion of the sample made in published reports.
