According to the Surgeon General of the United States, use of smokeless tobacco represents a significant health risk and can lead to nicotine addiction. The Comprehensive Smokeless Tobacco Health Education Act (CSTHEA) of 1986 (Pub. L. 99-252) requires each entity manufacturing, packaging, or importing smokeless tobacco products annually to provide a specification of the quantity of nicotine contained in each smokeless tobacco product to the Secretary of Health and Human Services. To ensure the usefulness of nicotine quantity in smokeless tobacco products, additional data are collected on PH and moisture....
