Recordkeeping and Periodic Reporting of the Production, Import, Export, Recycling, Destruction, Transhipment, and Feedstock Use of Ozone-Depleting Substances
This ICR is approved in part and disapproved in part. That part of the collection that was approved on September 12, 1996, and the revisions to that collection contained in EPA's direct final rule of August 4, 1998 (63 FR 41625), as amended by EPA's partial withdrawal of October 5, 1998 (63 FR 53290), are approved for a period of one year. The remainder of the ICR is disapproved. Within the next sixty days, EPA should submit a change worksheet to amend the burden of the collection as appropriate to reflect this approval. At that time, EPA should also explain the reason for the proposed decline in the use of electronic reporting.

Revisions to recordkeeping and reporting requirements reflect changes in U.S. obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer (Protocol) due to recent amendments and decisions by signatory countries to this international agreement. Other amendments are designed to ease the burden of affected companies while countinuing to ensure compliance with title VI of the CAA and meets U.S. obligations under the Protocol. Respondents include producers, feedstock users, importers, exporters, and destroyers of ozone-depleting substances in SIC Category 28 "Chemical and Allied Products."
