Approved as amended by and consistent with DOL's memo and revision of 11/20/98 and DOL's memo of 11/25/98. In addition, the following terms of clearance apply: 1) OMB notes that DOL's need to develop a single national estimate for data reported on the SPIR is hindered by the fact that their are two separate reporting mechanisms - UI wage record and survey. In order to develop a single national estimate, DOL proposes to use a 5% supplemental survey for those responding with UI wage records. 2) DOL will implement a 5% survey for UI wage record reporting if and only if those surveys can be administered as part of a pre-existing or separate survey effort that has OMB approval. For example, if DOL obtains formal OMB approval for the DOL proposed survey to gauge customer satisfaction of SPIR respondents use of electronic reporting methods, DOL could include on such a survey the minimum questions necessary for DOL to develop national estimates. However, if a separate survey initiative cannot be utilized and thus DOL would be unable to minimze the cost and burden associated with a survey for UI wage record respondents, then DOL does not have OMB approval for such a survey. Prior to implementation, DOL should submit for OMB review an addendum to this package that outlines any proposed strategy for the 5% survey. 3) For those items that were made optional by DOL as a result of the 11/24/98 conference call with OMB, DOL will reassess the utility of including these items in the revised WIA SPIR and will report to OMB the results of these assessments in the next submission of the SPIR for OMB review. (see p 12. item 1, p 16. item 12a8 of the the latest revised SPIR) 4) DOL will make every effort in revising the SPIR for the WIA to ensure that DOL will be able to better understand what SDA-identified barriers are being used, which are more predominant, and how many terminees have each of the more predominant barriers. 5) DOL will make every effort in revising the SPIR for the WIA to investigate the kinds of fringe benefits that individual participants are receiving. 6) If WIA regulations change current JTPA rules so that the reporting of performance standards for *objective assessment only* participants in Title II is required, then necessary changes will be made to the revised WIA SPIR. 7) When the SPIR is revised and respondents are asked to make necessary programmatic changes to their MIS', DOL will adopt the race/ethnicity categories exactly as they appear in the 10/30/97 Federal Register.
