This collection is approved as amended by ACF's revisions of 9/25/98 and on the following conditions (1) Because the study is based on a non-representative sample of Early Head Start programs ACF agrees it can not generalize the results to the entire population of Head Start Centers. (2) Regarding question C8 of the Child Care Provider Interview, ACF agrees to report back to OMB any findings that associate marital status of the family day care provider with the quality of care provided. ACF agrees to submit the information and anlysis to OMB within 6 months. (3) ACF agrees, per the 10/9/98 memo, to present information within one week regarding the retention of up to three subscales from the original package. If ACF chooses to retain all or a subset of these items, it shall provide a complete justification for the change per the 10/9 memo.

The proposed data collection is necessary to complete the national evaluation of the Early Head Start program, which is being conducted in tandem with local research and evaluation projects in 17 sites. Respondents include families and children assigned to experimental and control groups and their child care providers. The evaluaiton results will be used by policymakers to document Early Head Start's effectiveness, understand best practices, and inform decisions about Head Start expansion.
