Section 23(a) of the Shipping Act of 1984 requires each Non-Vessel-Operating Common Carrier to furnish the Commission with a bond, proof of insurance, or other acceptable surety in the amount set by the Commission. Section 23(b) of the Act states that bonds, insurance, or other surety obtained pursuant to this action shall be used to pay any judgement for damages against an NVOCC arising from its transportation-related activities.
