This clearance of 3067-0151 applies to all paperwork aspects of FEMA's Public Assistance Pilot Program, which is a part of FEMA's reengineering of its Public Assistance Program. (See description of FEMA's Public Assistance Program reengineering effort in FEMA's 1997 Information Collection Budget submission to OMB). This clearance covers, for example, new/replacement Public Assistance Pilot Program forms that are being proposed under 3067-0151. This clearance also covers new/replacement Public Assistance Pilot Program forms that are being proposed under the following three expired information collections: 1) 3067-0113, 2) 3067-0033, and 3) 3067-0223. (Public Assistance Pilot Program forms and, in some cases, the old forms that they could replace under collections 3067-0151, 3067-0113, 3067-0033, and 3067-0223 were faxed to OMB subsequent to submission by FEMA of the original Paperwork Reduction Act package for 3067-0151. These forms have been annotated and placed in the 3067-0151 docket.) Per FEMA facsimile of 4/02/98, upon implementation of the reengineered Public Assistance Program, FEMA will change program regulations and comply with paperwork requirements related to the Public Assistance Program. As part of compliance with paperwork requirements at that time, it is suggested that all paperwork aspects of the reengineered Public Assistance Program be consolidated under 3067-0151. Immediately, the expired collections mentioned above (3067-0113, 3067-0033, and 3067-0223) should be examined to determine if they contain continuing information collections unrelated to the Public Assistance Program (in current or reengineered form). To the extent that these expired collections do contain continuing information collections, they should be reinstated and burdens adjusted accordingly.

Public assistance grants are awarded to States eligible for Federal disaster assistance. FEMA regulations 44 CFR part 13, Uniform Requirements for Grant and Cooperative Agreements to State and Local Governments, places certain requirements on the State in the role as grantee for the Public Assistance Program, which includes monitoring and reporting program/project performance. States are required to submit progress reports quarterly.
