Terms of Clearance: Approved as amended by ED's memo to OMB of 3/20/98. In addition, The following conditions apply: 1) Results of this qualitative study will be expressly caveated by the fact that the results are exploratory and descriptive but are not generalizable to or representative of all disabled student in Charter Schools. Further, because this study does not set up any treatment and control groups, ED will be unable to make any conclusions regarding comparisons between disabled and non-disabled student and charter and non-charter schools. 2) The remuneration that ED will provide for participants in this study is $25. (OMB notes that such a high remuneration is justified in this case due to the increased cost of unusually long travel associated with this study.). 3) ED will revise its focus group participant composition to include parents of students without disabilities who are not otherwise at-risk, to allow for additional comparisons to be made between students with disabilities in charter schools and students without disabilities in charter schools. ED will submit to OMB a revised focus group plan as an addendum to this clearance package as soon as possible, including the number of focus groups that will include the new parent compenent and the number of such parents included. 4) ED will submit a plan to OMB for analyzing information from this study against the nationally representative Study of Charter Schools, so that the information from this study can be placed in a larger context and can be compared to a generalizable source to determine if patterns observed here are consistent with more empirical findings. 5) To the extent that this study reveals the need for future research, ED is encouraged to examine a statistically valid design to address issues of outcomes for students with disabilities in charter schools; this may involve a generalizable sample, randomized design with treatment/control groups, and/or the use of actual student achievement outcome data.

Abstract: The success to date of the charter schools movement has resulted from the opportunties the schools provide for site-based management free of many regulations and for instructional and other innovations, parent choice, specialized services to specific populations and public accountability. This data collection will allow the Department of Education to assemble information on the reasons parents are enrolling students with disabilities in charter schools, the services provided by the schools, the schools' outcome goals, the student measures the schools....
