Approved consistent with ED's memo to OMB of 2/19/98 and ED's response to public comments submitted to OMB on 2/25/98. In addition, ED agrees to monitor this application process to assess whether the 6 - 8 week time frame was enough time for challenged, low income schools to leverage the kinds of resources and achieve the level of coordination and collaboration necessary to be competitive. If ED finds that the time frame was not sufficient, they make any necessary changes in the next application process to deal with this issue.
