This survey is being conducted to help assess whether currently available arrest procedures and techniques are safe and effective when applied to persons whose mental state may make them either vulnerable to misunderstanding or especially dangerous or both. The results may indicate the need for modifications in the training of arresting officers or the development of other less than lethal weapons and techniques.
