1.OPM has misstated dollar costs of the information collection by not stating those costs in thousands of dollars in item 14 of the OMB Form 83-I. 2. The information collection forms must be modified to provide respondents with the information specified in 5 CFR 1320.8(b)(3). (see item (g) of the certification that accompanied this request for OMB approval) 3.The agency has not complied with the requirements for public comment on the proposed information collection. Specifically 5 CFR 1320.8(d)(1) specificies specific areas for which comment is to be solicited. The agency's 1/22/97 Federal Register notice did not address these areas. 4. The agency has not complied with the requirements of 5 CFR 1320.10(a). It did not tell the public how to file comments with OMB. A primary purpose of this required notice is to permit members of the public to file direct comments with OMB. 5. OMB has given this request a limited period of approval in the expectation that the agency will resubmit the request at a later date and show that it has remedied the deficiencies described above.

Public Law 92-392 requires that rates of pay for Federal blue- color employees covered by this law be fixed and adjusted on an annual basis in accordance with rates prevailing in the private sector. In order to determine the prevailing rates, wage surveys are conducted in 278 geographic locations annually. These forms are used to collect the necessary data.
