Terms of Clearance: This collection has been granted emergency approval for 180 days, appropriate procedures should be followed to approve this collection under regular clearance procedures, which can be approved for up to three years. When this collection comes in for regular approval OMB would like the agency to adjust its cost estimates requested in both the 83-I form section 14 and question number 13 of the justification statement to include those costs incurred by the respondents for the required photos, the application fee, and the processing fee. Also, the agency should respond to the public comment received by OMB and faxed to the State Department CIO 8/6/97 from Lloyd Jenkins of Jacksonsville, FL. Mr. Jenkins complained that the DSP-11, DSP-19, DSP-82, etc. needed to be filled out with black ink but the forms do not inform the public of that. If this is so, then the forms should indicate that they need to be filled out with black ink.
