This information collection is approved through 12-98 under the following conditions: FCS will update this package to reflect numerous changes in the law as a result of the Balanced Budget Act and welfare reform. Given the 20 million burden hours reflected in this package, OMB reiterates in the strongest terms that FCS shall submit this collection in a timely fashion. FCS allowed this important package to lapse almost half a year with- out OMB authorization in violation of the Paperwork Reduction Act.
