Abstract: The collection of information is necessary for NMFS to implement a moratorium on new vessels and the lengthening of existing vessels in the scallop fishery in Federal waters off Alaska. To qualify for a fishing permit under the moratorium, scallop vessel owners will be required to submit a one-page application form documenting ownership and qualifying fishing history. A separate two-page moratorium permit transfer application form will be used to process transfers of moratorium permits from one individual to another.
