Abstract: Clean Air Act section 211(k) requires EPA to regulate and effectively enforce reformulated gasoline and anti-dump gasoline requirements. The Act and the reg neg process set forth complex compliance, credits, and averaging schemes which require recordkeeping, reporting, and sampling to enforce, especially at the refiner level.
