Extension without change of a currently approved collection
This approval extends a previously approved emergency collection that covers the FCC's Local Competition Provisions Rulemaking. While parts of this First Report and Order (CC Docket 96-98) have been stayed by Court Order, the FCC has permission to collect this information when the Report and Order's provisions are allowed to go into effect. All of the allowances contained in OMB's Notice of Approval dated 07 January 1997 still apply. This submission is unchanged from that version.

In the attached item, the Commission adopts rules and regulations to implement parts of section 251 and 252 that effect local competition. Specifically, the order requires incumbent local exchange carriers ("LECs") to offer interconnection, unbundled network elements, transport and termination, and wholesale rates for retail services to new entrants; that incumbent LECs price such services at rates that are cost-based and just and reasonable; and that they provide access to rights-of-way, as well as establish reciprocal compensation arrangements for the transport and termination of telecommunications traffic.
