Abstract: The northern right whale has been recognized as the world's most endangered large whale species. Vessel interactions are identified as one of the major threats to these whales, especially collisions and disturbances. NMFS has proposed regulations that would prohibit all approaches within 500 yards and would require avoidance measures under specified circumstances. If a right whale is positively identified and observed near a port, channel, or shipping lane, or in other areas with a high concentration of shipping activity, a vessel operator is required to report the sighting to the U.S. Coast....
