The Bureau of the Census developed the ICM approach to improve statistical methodology for estimating population coverage during the decennial census. The methodology was first tested in the 1995 Census Test and will be refined in the 1996 Community Census. In this second phase of the process, we will conduct person interviews using a laptop computer and reconciliation. The interview data will identify people missed or incorrectly included in the census, as well as people correctly enumerated. As a result, we will have the information needed to produce final estimates of the coverage for the 1996 Community Census.
