Abstract: This rule proposes to remove the existing administrative offset regulation which was used by the agencies when they were a part of the former Farmers Home Administration (FMHA). The Department of Agriculture has an existing administrative offset regulation at 7 CFR part 3, subpart B, and the administrative offset regulation of the former FMHA in 7 CFR 1951, subpart C, is redundant.
