Abstract: THE LACK OF NATIONALLY REPRESENTATIVE INFORMATION ON THE PROVISION AND INTENSITY OF TRAINING, THE RELIANCE ON FORMAL VERSUS ON-THE-JOB TRAINI METHODS OF TRAINING DELIVERY, AND THE RELATIONSHIP BETWEEN THESE MEASURES AND THE CHARACTERISTICS OF ESTABLISHMENTS IS A SERIOUS HANDIC TO THE IMPLEMENTATION OF EFFECTIVE PUBLIC POLICY. BLS PROPOSES TO DEVELOP A SURVEY OF ESTABLISHMENTS AND EMPLOYEES TO COLLECT SUCH INFORMATION AND WILL REPORT ON THE PROVISION AND INTENSITY OF TRAINING BY INDUSTRY AND SIZE OF ESTABLISHMENT.
