Approved on the condition that DOL conduct at least one additional community survey involving the YFC site and comparison sites, to allow for an assessment of program impacts. Absent this study, ETA will not be able to meet the congressional mandate to evaluate the impact of the program, and this collection will lack practical utility; thus, approval is conditional on adding the community follow-up. DOL may pare back the participant follow-up questionnaire to generate additional funds if needed. DOL shall submit the Community study as an addendum to this clearance package for review prior to implementation, along with an inventory correction worksheet to adjust the burden accordingly. We note that the plan to conduct the Community Impact study was approved last year as part of the baseline collection for this effort. We also note that the cost burdens for this collection are zero; DOL had counted costs to the government and monetized value of respondent time as cost burdens, which are intended to represent out-of-pocket costs. -- Approval also based on DOL's 3/12/96 memorandum to OMB.

The information collected in this questionnaire is necessary for a congressionally required evaluation of the YFC program. This submission, which is the second of two related submissions, requests clearance of the participant follow-up questionnaire, which obtains data from participants 6 months after their initial contact with the YFC program. The data provide information about participants' program experience and outcomes.
