is information collection is approved through 12-96 under the conditions outlined in the February 25 memorandum from ACF. As agreed to by ACF, if the response rate for the foster parent interview does not reach 80%, the agency will drop this segment of the survey and refrain from conducting any analysis on the data collected. In addition, as discussed, ACF recognizes that this is not a representative sample of States; the findings are limited to the States examined and ACF may not generalize the results to the rest of the States allowing reimbursement for relative care. We note that ACF made an effort to choose a representative sample, but the limited number of States maintaining the necessary data precluded this design. ACF should delete the word "national" from the title of this evaluation, and instead refer to it as a Study of Outcomes... Finally, ACF will convene a meeting with OMB immediately to discuss a strategy to incorporate greater OMB involvement at the planning phase, in the design and development of ACF evaluations.
