Abstract: Trade agreements have changed the economic environment in which rural manufacturers must compete. Data on their adoption of (and barriers to) competitive practices, collected from managers of rural and urban manufacturing establishments, will help USDA policy makers to tailor programs to help the competitive position of U.S. manufacturers.
