This collection is approved on the following conditions as agreed to with ED: (1) approval covers a generic clearance (until 7/96) for the pliot test. ED will submit the associated instruments at least two weeks in advance of the actual testing; (2) ED will resubmit this package for a formal clearance prior to the field test, along with a copy of the pilot report, and will seek to maximize public comment at that time through a variety of mediums; (3) ED will submit to OMB informally any changes to the study as a result of the field test, including a full copy of the field test report 60 days before initiating the main study; (4) ED will disseminate the field test report through its__electronic bulletin board or another medium as soon as it becomes available; and (5) ED will consult with a reasonable number of economists prior to the field test to obtian their input into the study design and analysis plan.
