Abstract: A plan of operations provides proposed mining operations information so the environmental impacts can be anticipated and minimized. It establishes a basis procedure for management of surface disturbing activities for authorized operations. We can expect serious, long-lasting, and unavoidable adverse impacts to surface resources without this data collection.
