APPLICAN ARE REQUIRED TO FILE CERTAIN INFORMATION SO THAT THE COMMISSION CAN DETERMINE WHETHER THE APPLICANTS ARE LEGALLY, TECHNICALLY, AND FINANCIALLY QUALIFIED TO BE LICENSED.
