Abstract: THIS STUDY WILL PROVIDE INFORMATION ON THE POPULATION ENTITLED TO EXPEDITED SERVICE AND THE CHARACTERISTICS OF THE SERVICE THEY RECEIVE. THIS STUDY WILL ALSO ASSESS LEGISLATIVE CHANGES THAT BROADENED ENTITLEMENT TO EXPEDITED SERVICE AND DETERMINE THE EXTENT TO WHICH CURRENT OPERATIONS ACHIEVE THE INTENT OF FEDERAL LAWS AND REGULATIONS.
