THIS REGULATION PROMOLGATES THE POLICIES AND PROCEDURES TO PROVIDE GRANTS TO PRIVATE AND PUBLIC NONPROFIT ORGANIZATIONS TO FINANCE AND FACILITATE THE DEVELOPMENT OF SMALL AND EMERGING BUSINESS ENTERPRISES RURAL AREAS. GRANTS ARE ALSO MADE AVAILABLE TO STATEWIDE PRIVATE NONPROFIT PUBLIC TELEVISION SYSTEMS TO PROVIDE INFORMATION ON AGRICULTURE AND OTHER ISSUES OF IMPORTANCE TO FARMERS AND OTHER RURAL
