CHANGES IN STATUS AND PARTICIPATION WILL BE MEASURED OVER TIME. THE DATA WILL SUPPORT POLICY AND PROGRAM PLANNING. ALL PERSONS 15 YEARS OLD AND OLD IN SAMPLE HOUSEHOLDS ARE INTERVIEWED.
