Abstract: PROMPTED BY DECLINES IN CENSUS QUESTIONNAIRE RESPONSE RATES, THE PROPOSED NATIONAL SURVEY IS DESIGNED TO MEASURE THE EXTENT TO WHICH TH PUBLIC RESPONDS TO A CENSUS SHORT FORM THROUGH THE MAIL OR BY TELEPHON WHEN GIVEN THE OPTION OF USING THOSE MEDIA. THE STUDY ENCOMPASSES A VARIETY OF METHODS FOR STIMULATING RESPONSES BY TELEPHONE, WITH THE RESPONSE RATE TO A TRADITIONAL MAILBACK FORM SERVING AS THE BENCHMARK.
