THE PLANS CONSTITUTE AN AGREEMENT BETWEEN THE STATE AND THE FEDERAL GOVERNMENT AS TO HOW THE STATE WILL IMPLEMENT THE AT-RISK CHILD CARE PROGRAM. THE USE OF THESE FORMS WILL PROMOTE PROGRAM CONSISTENCY AND FACILITATE COLLECTION OF INFORMATION NEEDED TO COMPARE PROGRAM DATA.
