Abstract: TWO MAJOR TRADE AGREEMENTS, THE NORTH AMERICAN FREE TRADE AGREEMENT AN THE GENERAL AGREEMENT ON TRADE IN SERVICES, HAVE NEARLY BEEN COMPLETED IN ORDER TO ENSURE THAT NO STATE REGULATIONS VIOLATE THESE AGREEMENTS, WE ARE ASKING THE STATES TO RESPOND TO A SERIES OF QUESTIONS ABOUT THE LOCAL REGULATIONS REGARDING THE MARKET FOR SERVICES.
