Shou the agency choose to resubmit this ICR for approval at that time, the agency shall include a thorough justification of each element of the information collection. This justification should include a form by form review of the need for each data element, a careful analysis of duplication of information by other USDA ICRs, an improved analysis of the burden of this ICR, and of the costs to the public and the federal government. Costs should include not simply the estimate of the print ing and duplication of forms, but all administrative costs associated with the information collection requirements of the program.
