Abstract: THE FOREIGN AGRICULTURAL SERVICE, THROUGH THE OFFICE OF PERSONNEL MANAGEMENT DELEGATION TO THE ECONOMIC MANAGEMENT STAFF, USDA, HAS THE DELEGATED AUTHORITY TO RATE AND CERTIFY APPLICANTS FOR ECONOMIST POSITIONS. THE SUPPLEMENTAL QUALIFICATIONS STATEMENT ELICITS THE INFORMATION NEEDED FROM JOB APPLICANTS TO ENSURE THAT THEIR QUALIFICATIONS ARE ACCURATELY AND EQUITABLY EVALUATED.
