HUD has violated the Paperwork Reduction Act (5 CFR 1320.4) which states that "An agency shall not engage in a collection of information without obtaining Office of Management and Budget approval of the collection of information and displaying a currently valid OMB control number..." Furthermore, "Notwithstanding any other provision of law, no person shall be subject to any penalty for failure to compl with any collection of information: (1) That does not disply a currently valid OMB control number." In addition, HUD shall revise For 54112 to reflect the average burden hour estimate of 20 minutes.
