SECTION 2378 OF THE RURAL ECONOMIC DEVELOPMENT ACT OF 1990 AUTHORIZES LOANS TO ECONOMICALLY DISADVANTAGED RURAL COMMUNITIES FOR THE PURPOSE SECURING TECHNICAL ASSISTANCE, PLANNING AND IMPLEMENTATION IN RURAL AREAS.
