The expiration date of the Shipper's Export Declaration (SED) is extended for three months to permit development of a plan to collect reliable data for the purposes of the study mandated by PL 101-382, provided that the existing form and instructions are used without change. The proposal to change the instructions and require duplicate filings is hereby disapproved. The justification for the proposed changes is inadequate and offers little confidence that reliable data can be collected in this manner. Furthermore, the burden of additional recordkeeping implied by the proposal has not been considered and the request for duplicate filings is not justified. Within three months, the Census Bureau must submit a plan to make reliable estimates of the class of exports covered by the statute (e.g, a survey based on the sampling frame of hardwood export transactions) and to make such data available to the Bureau of Export Administration (as authorized by 44 USC 3510) to the extent required to perform the study called for by statute.
