As par of its plan for the improvement of future customer satisfaction survey IRS should include testing of alternatives for obtaining answers which point to specific remedial actions that IRS could take to improv customer satisfaction. IRS should consider using focus groups, cognative laboratory studies, and surveys for this purpose.
