In addition, ED has agreed to the following terms: o As soon as they are available and prior to collecting this field test data, ED will submit the CATI screen questions to OMB, so that OM may verify that information actually collected is consistent with the data elements discussed in ED's analysis plan. o Prior to collecting this field test data, ED should submit to OMB legal justification regarding use of the NPSAS follow-up data under th laws effective during the NPSAS base year, 1990. OMB's General Counse will review this document. ED has agreed not to commence the data collection until OMB and ED agree on this justification, as well as on the CATI screens. o Consistent with ED's statement on p. 79 of the SF-83 Supporting Statement, sample members' right not to participate will be respected, and not impugned by carrying refusal conversion efforts beyond the bounds of propriety. o ED should submit the field test report, and the full main study including all questions, for OMB review. As the current approval will only cover the BPS 1991 field test, this clearance is granted through November 1991.
