Terms of Clearance: Approved through March 1992, with the understanding that IRS and BLS shall develop and submit for OMB review plans for: 1) selection of one or two focus groups from among individuals who do not trust the government, 2) obtaining information from participants in all focus groups concerning: (a) their attitudes, beliefs, and motivation with respect to privacy and confidentiality issues, and (b) their understanding of the degree of protection to be provided, 3) varying the explanation of the confidentiality promised participants in the survey for comparison with a control group using a "traditional" approach, and 4) forming a focus group drawn from nonrespondants to the survey. IRS shall also submit a copy of the survey for OMB review In requesting OMB review of the enumerated items, IRS shall explain th reasons for proposing variations from listed approaches. IRS should consult with the OMB Desk Officer to ensure expedited review of the additional clearance materials using an Inventory Correction Worksheet.

Abstract: THE PROPOSED 1990-1991 IRS/BLS' 'CONFIDENTIALITY AND PRIVACY STUDY' WI INVESTIGATE A NUMBER OF DIMENSIONS OF COMMONLY USED INFORMATION COLLECTION, PROTECTION AND DISCLOSURE TERMS, E.G., CONCEPTS OF "CONFIDENTIALITY" AND "PRIVACY", AND THE POTENTIAL IMPACT OF RESPONDENTS' UNDERSTANDING AND INTERPRETATION OF THOSE TERMS ON A PARTICIPATORY BEHAVIOR IN A SURVEY RESEARCH SETTING.
