Abstract: FEDERAL PERMITS ARE REQUIRED TO THOSE INDIVIDUALS WHO ARE ENGAGED IN THE SALE OF ATLANTIC BLUEFISH BUT ARE NOT HOLDERS OF STATE ISSUED COMMERCIAL FISHING PERMITS. FEDERAL PERMITS ARE NEEDED TO CLEAR DISTINGUISH COMMERCIAL FROM RECREATIONAL FISHERMEN AND TO PROPERLY ACCOUNT FOR THE AMOUNT OF BLUEFISH ENTERING INTO COMMERCE.
